An officer of 1981 batch of Indian Administrative Service of AP Cadre, Sri K. Raju is closely associated with poverty elimination initiatives of Government in AP,  for about 25 years. As District Collector Nellore and Kurnool districts he has worked relentlessly towards socio- economic empowerment of the poor. As National Project Coordinator, UNDP assisted South Asia Poverty Alleviation program (SAPAP), he demonstrated sustainable approaches to poverty reduction through   social mobilization of the poor. He facilitated establishment of Society for Elimination of Rural poverty (SERP) in AP and as Chief Executive Officer of SERP, he has scaled up SAPAP’s strategy of social mobilization and community empowerment for poverty reduction in the entire State. The State of AP presently has the largest network of SHGs of women in the country and SERP has become the Resource Organization and precursor to National Rural Livelihoods Mission of Ministry of Rural Development Government of India.

Sri. K.Raju has worked assiduously on; land issues concerning the poor, development of lands assigned to weaker sections, skill development and placement of rural youth in private sector and safety nets for the poor including SHG women co-contributory pension scheme and  effective delivery of social security pensions to the poor.

As Principal Secretary, Rural Development, Sri K. Raju  has ensured that MGNREGS in AP is implemented most effectively by deploying end to end ICT solutions including transaction based MIS and payment of wages directly into the postal/Bank accounts of the wage seekers. He has established processes and institutional mechanisms for conducting social auditing of MGNREGS systematically in the state of AP.
